Describe the desired outcome
Distinguish an intention, such as improving service, from an observable outcome. Specify what should change for the customer or business. A clear objective helps select actions; a broad statement leaves every action possible.
Check available resources
Compare the objective with available time, skills and dependencies. A project may be desirable but unachievable on the proposed schedule. Identify assumptions that affect feasibility and trade-offs with ongoing work.
Choose meaningful measures
Define a baseline, target outcome and review date. Add a quality measure so that higher volume does not undermine service. Targets are reference points for discussion, not automatic guarantees of results.
Review without losing direction
Plan which conditions would justify an adjustment. If a major assumption proves wrong, revise the plan and explain why. Retain the learning for future decisions rather than silently moving the target.
